Proposed ICT Development Model

Another proposed model was presented to the delegates as a way to define the process for developing an ICT capability in a country or region. This approach, referred to as the ICT Development Model, is outlined in the following schematic.

The delegates agreed that such an approach was most useful, and recommended that countries examine the application of such a process in national circumstances.

The ICT Development Model

Step 1. Undertake a Baseline assessment of infrastructure requirements:

  • nature of information and transactions to be handled

  • establish frequency, distribution, urgency, language, cost, security

  • define cultural sensitivities

  • establish economic evolution proposed

  • identify geographic factors

  • identify country endowment factors

Step 2. Develop aggregation scenarios

  • identify groups or sectors whose information needs would be served together

Step 3. Prepare Short & Long Term Blueprints for ICT infrastructure development

  • the preparation of transition and migration strategies

Step 4. Identify Potential partnerships and/or joint ventures to develop and build the ICT infrastructure

Step 5. Develop the Supply Arrangements

Step 6. Develop Funding strategies

Step 7. Design Implementation strategies

Step 8. Develop a Project Management process

  • the use of a Gating process over time is most important
