ICT Development Model
Delegates also recommended the use by national governments
of a model called the ICT Development Model as a useful
contrivance for degining the process for development of an ICT
capability in a country or region, the use of which comprises
the following procedures:

Undertaking a baseline assessment of infrastructure requirements;

Developing aggregation scenarios;

Preparing short and long term blueprints for an ICT infrastructure;

Identifying potential partnerships, joint venture and alliances
to develop and build the ICT infrastructure;

Developing the supply arrangements;
-
Developing funding strategies;
-
Designing implementation strategies; and
-
Developing a project management process.
