ICT Development Model

Delegates also recommended the use by national governments of a model called the ICT Development Model as a useful contrivance for degining the process for development of an ICT capability in a country or region, the use of which comprises the following procedures:

  • Undertaking a baseline assessment of infrastructure requirements;

  • Developing aggregation scenarios;

  • Preparing short and long term blueprints for an ICT infrastructure;

  • Identifying potential partnerships, joint venture and alliances to develop and build the ICT infrastructure;

  • Developing the supply arrangements;

  • Developing funding strategies;

  • Designing implementation strategies; and

  • Developing a project management process.
