SESSION 1: APPLICATIONS

Keynote Address by the Hon.
Minister of Energy, Telecommunications and Posts, Malaysia,
Datuk Leo Moggie
Following the keynote
address, this session will, for the rest of the day, be
devoted to first-hand illustrations of
technology-applications used to enhance citizen/business
interaction with government, inter-agency interaction and
intra-agency processes. Innovative use of a range of emerging
technologies will be illustrated.
Wednesday, 9th December
SESSION 2: LEGAL
INFRASTRUCTURE
Chairperson: Datuk
Nuraizah Abdul Hamid, Secretary General,
Ministry of Energy,
Telecommunications and Posts, Malaysia
This session presents an
opportunity to glean first-hand and authoritative experiences
and opinions concerning Cyberlaw, including cross-border
issues.
A Panel and open discussion
will conclude the session.
SESSION 3: NETWORKING
INFRASTRUCTURE
Chairperson: Dr S
Ramani, Chairman COMNET-IT and Director, National Centre
Software Technology, Bombay, India
The issues, opportunities
and difficulties posed by the need to integrate
multi-sectoral and inter-state architectures will be
addressed, as well as the security considerations posed by
the new forms of electronic government.

SESSION 4: DATA AND
INFORMATION SHARING
Chairperson: Mr
Henry Alamango, Executive Director, COMNET-IT
Technology-application is
not a goal in itself. The improvement of management processes
and resource-utilisation remain foremost objectives. The end
result is greatly enhanced by the sharing of information and
data for better-quality decisions. Technical, business,
social and legal implications abound in the pursuit of this
lofty and sometimes elusive objective. This session provides
insights and experiences and concludes with a panel and
delegates discussion.
Thursday, 10th December
SESSION 5:
CHANGE-MANAGEMENT AND BUSINESS PROCESS RE-ENGINEERING
Chairperson: Tengku
Dato Dr Azzman Shariffadeen, President and Chief
Executive, MIMOS Berhad, Malaysia
This session provides
authoritative insights into the complexities of
technology-driven change-management and illustrates the
discussion with an example of a major national project. An
open forum will be held at the end of the session.
SESSION 6:
CHANGE-MANAGEMENT AND HUMAN-RESOURCE ISSUES
Chairperson: Dr
Richard Heeks, Manchester University
The role of change agents
and the mobilisation and commitment of the prime actors in
the public services as well as the beneficiaries in the
community will be examined in this session. The session ends
with a panel and open discussion.
SESSION 7: IT POLICY
ISSUES
Chairperson: Tan Sri
Dato Othman Yeop Abdullah, Executive Chairman,
Multimedia Development Corporation
This high-level session
contains two highlights. A panel including the Director
General for MAMPU and the Chairman, COMNET-IT, amongst
others, will discuss the principal policy-issues, constraints
and opportunities facing policy-makers in the application of
ICTs to public-service reform.
A second, high-level
industry panel featuring industry visionaries will give their
views on where the technology is taking us in the new
millennium.
The Symposium will be
closed by Y.Bhg. Tan Sri Abdul Halim bin Ali, Chief Secretary
to the Government of Malaysia.
